Lack of disabled facilities costs restraunter £2,000

This is on the guardian site: http://www.lancasterguardian.co.uk/lancasternews/Lack-of-disabled-facilities-costs.5443701.jp.

I totally agree that in this day and age all shops, restaurants, pubs etc. etc. should provide suitable facilities for the disabled so they have equal access to services as the able bodied wherever they may be. However, is it worthy of £2,000 compensation for such distress or should such monies have been directed to suitable charities and into installing improved facilities either in the restaurant or elsewhere?

Seems a bit stupid the money isn't going to improve facilities. It'd be better spent like that rather than just to cheer them up.
