When the street was finally reopened the customers had found alternatives.
From what I remember, the shops didn't actually want "traffic calming" and better pavements etc. They knew people went there in cars because they could park easily and freely. [b]Council just couldn't help themselves because they wanted their slice of the pie by restricting parking and hoping to cash in from pay & display car parking and parking fines etc. [/b]
Add to that the stupidly long time it took the council to do the work like you say.
just the same with parking on the prom !
