I don't think so. According to Willie Wonka, Venus used to be home to an alien race before they were "gobbled up" by Vermicious Knids. But this explanation differs to that of Captain Marvel, who suggests that Venusians are giant frog-like amphibians, ruled over by the evil mad scientist Doctor Sivana and his family.

My own theory [for what its worth ] about Venusians, or rather all aliens, is that they're already down here in vast numbers. Many of whom are seen at places like Job Centre Plus, and Brighthouse, or walking dogs with triangle shaped faces and not cleaning up the mess the latter leave behind.
