Northampton, as we saw last week, still havn't built their East stand. Their Chairman was arrested last week.

Why on earth did the Council give them a loan and shell it all out before they even started work, never mind finished :? :?

£2.05m was paid to Mr Cardoza’s father, Anthony £1.475m went to County Homes (Herts) Ltd, whose current and former directors include Howard Grossman and his business associate Stephen Hewitt £1.09m went to Howard Grossman’s business associates Hewitt, Marcus Grossman and Simon Patnick as ‘consultancy fees’ £600,000 went on rebuilding David Cardoza’s house £314,000 went to Howard Grossman as a fee £233,000 went to County Cemetery Services, whose current and former directors include Marcus Grossman, Patnick and David Cardoza.

Glad Morecambe FC don't conduct business like this, we should think ourselves lucky

Unbelievable negligence from the council to allow all that to happen.

Whenever I've been involved with govt grants, we've had to jump through hoops to get the money. I just don't recognise the idea of just giving a shedload of cash without evidence it's being spent on what it should be.

In the biggest grant case I was involved with, we had a very protracted argument with the govt agency to get the money we'd been promised. In the grant application (for a new factory), we'd included the purchase of a specific piece of plant, let's call it an Acme123A. We were tooing and froing with the govt agency for a good couple of years before they finally approved the grant application which was for about £250k on a £2m spend. By the time we actually built the place, the total spend had gone up (due to inflationary pressures), so it was hard enough to fund it, and we couldn't afford the time to go back and renegotiate the grant. But, also with the time delays, the Acme123A had gone out of production and was replaced by, say, Acme123B which did the same, cost the same, made by the same firm, but was a slightly higher spec. The govt agency refused the entire grant because we hadn't done exactly what we said we would on the grant approval i.e. we didn't buy the right machine in their eyes, because the piece of paper (invoice) didn't tally exactly with the grant approval. It was months of going through the appeal process, with the usual delays due to cancelled meetings, etc., before we finally got the money which we needed to finish the factory.

Heads need to roll at that council if they allowed what has been reported.

This is what happened with the move to the Globe after the delays.

Some of these men in suits (that should have passed a fit and proper person test) seem to be able to get their own way with some councillors/decision makers, whereas others, as you say have to jump through hoops for evermore

I wonder why that is?
