Potentially, yes, I seem to recall that the Christie trust provides for land to be given to the council if it's not used for football - maybe, they need to get council permission when they want to sell off land that could potentially not be there's to sell if it should be ring-fenced for football and then given to LCC if it's not used for the football?
An alternative reason for the meeting may be (again if I remember rightly) regarding a grant from the council to MFC - I seem to remember it's being written off over a number of years, so the "balance" is still in MFC's books as a liability - they may be trying to renegotiate it to get it written off earlier to make the accounts cleaner.
There were certainly a number of meetings between the club and the council in the mid to late 90s to sort out the move, outside the planning aspects that were done through normal planning channels.
