Mystery surrounds the second round of behind-closed-doors Lancaster City Council talks about Morecambe Football Club in as many weeks.

A council meeting set to take place at Morecambe Town Hall tonight is confidential as the press and public are excluded.

This is because discussions are classed as ‘exempt’ under the Local Government Act.

The council has confirmed that the talks are about Morecambe FC.

According to law, if an agenda item includes information about the financial or business affairs of any particular person, including the local authority, it can be made exempt.

Information is not exempt if it relates to proposed development for which the local planning authority may grant itself planning permission.

The talks were held over from a previous council meeting on April 13 where the item was also exempt.

We understand the adjournment was because councillors wanted more time to consider the issue before making a decision.

It is not clear yet if any decision made at tonight’s meeting will be made public.

Information is not exempt if it relates to proposed development for which the local planning authority may grant itself planning permission.

Article says it can't be because of planning.... Perhaps the council want some new offices; sell their assets and prop up the footy club.... Then I wouldn't mind paying my council tax for my bins not to be collected because I've put a yoghurt pot in the wrong box!

I don't think they would have had 2 full Council meetings to discuss what would essentially be credit control. They have a Treasurers Department to do that.

My guess would be a sale on the horizon and they're discussing how far they can stretch the terms of Christie's land deed, if it hasn't been stretched far enough already.

Potentially, yes, I seem to recall that the Christie trust provides for land to be given to the council if it's not used for football - maybe, they need to get council permission when they want to sell off land that could potentially not be there's to sell if it should be ring-fenced for football and then given to LCC if it's not used for the football?

An alternative reason for the meeting may be (again if I remember rightly) regarding a grant from the council to MFC - I seem to remember it's being written off over a number of years, so the "balance" is still in MFC's books as a liability - they may be trying to renegotiate it to get it written off earlier to make the accounts cleaner.

Just remembered another potential "taking point" with the council back in the late 2000s was that the club was required to provide the "community" facilities (behind the Globe) as part of getting LCC approval to sell the westgate land to MFC and transfer the trust over. Presumably, MFC need council approval if they have plans to get rid of some of the community facilities, i.e. perhaps to either use part for the new offices etc or to sell off some of the land for more housing?

There were certainly a number of meetings between the club and the council in the mid to late 2000s to sort out the move, outside the planning aspects that were done through normal planning channels.

The Loan from the Council was for the Christie North Stand and was repaid some time ago , possibly even ahead of schedule.

I've just been on Companies House and a charge was registered on 20 April 2016. No details about what this is in respect of yet though.

We recieved an interest free loan that still to this day winds Lancaster fans up. It was paid back but did we not fall behind in paying it back?

According to the latest accounts (Y.e 31/5/14), there's still a balance of £25,786 under the heading "government grants" (note 13) and shown on the balance sheet under "accruals and deferred income" some of it being written off each year. There is a council committee meeting minute on the internet mentioning a grant from LCC to MFC as part of the deal to move to Westgate. I think all this is different to any loans - they'd been shown elsewhere in the accounts and would have be shown as being paid off each year, not written off.

It looks as if they're doing a "tidy up" exercise with the charges etc so it would make sense to renegotiate or write off any long term grants too, all to try and get a "clean" balance sheet for any new owners.
