O/T Artificial pitches

I have just read an article on the BBC website concerning a recent EFL meeting. They discussed the use of artificial pitches. As I understand it they will not allow these pitches in the leagues. They also stated that, if a team wins promotion to league 2, they will not be allowed promotion and the 23rd team in league will not be relegated. As I understand it Sutton United have such a pitch and don't intend to change it. Could somebody else read the article and see if my interpretation is correct?

Maidstone United and Bromley have artificial.pitches as well.

I saw an article in The Times Goal supplement this week,it states that unless Sutton utd re-lay a grass pitch at the cost of approx 500k they wouldn't be promoted if they were to win a play-off. Also it then stated that they would be thrown out of the conference leagues altogether for refusing to join the FL! I think Bromley have a 4g pitch too. If it was to happen and no team was promoted it would put back years the attempts of the conference to gain a third promotion spot!
