In today's Daily Mail the Forest Green owner Dale Vince is critical of the plan stating that its hypocrisy to allow 4 clubs to be promoted to EFL1 whilst allowing bottom club Stevenage to remain in EFL2.

Also there are proposals to introduce a salary cap which in EFL2 would be up to £1.5m as well as to allow maximum squad sizes of 20 for players over 21.

Any salary cap would also include players bonuses of any kind to stop clubs circumnavigating the proposed rule.

League 2 clubs now need to justify the view that promotion is satisfactory but no relegation should occur. Fans of all league 2 and National League clubs need those reasons or it whiffs of the League 2 clubs sticking together like the old days .

However, at least this time, we're on the right side of the door. We were rejected for promotion on a number of occasions by the old boys network and of course, Barrow were relegated despite not even being bottom of the league that season.

Barrow may yet come up because of Bury's demise, in which case it is Harrogate who will be quite reasonably aggrieved.

I suppose a legal challenge by Stevenage if they were relegated would be much stronger than any challenge by Barrow or Harrogate for not being invited to join?

My prediction on what will happen.

The EFL will not tolerate teams at the top end of League 2 being rewarded with promotion while a team at the bottom is also rewarded with not being relegated.

The EFL will declare the League 2 season null which leaves 24 teams in it therefore no promotion from the Conference this year. It would also mean no relegation from League 1 meaning they run with 23 teams again in 2020/2021.
