O/T Qatar World Cup?

Should England and other countries boycott the World Cup in Qatar due to their human rights record as Norway is considering doing? Is there a line that should be drawn? If not, then would a World Cup in North Korea be acceptable? If North Korea isn't acceptable, then where is the line?
I hadn't realised, but because of the way Norwegian football clubs are owned and managed, grass-root fans will decide what happens to the national team, regardless of what the Norwegian FA want.
