We would need a top class manager as well. Accrington have got a top class manager at this level and have had money from halfway through the season. We don't have a top class manager in Jim and we've no money. Hence Jim has been unable, on numerous occasions, to get the players that he really wants.
Exeter have (as I understand it) one of the highest paid managers in League 2 yet I still can''t see they are much better than us, certainly didn't make the play offs and many of their fans have been calling for Tisdale's head for years. They, again, are a club that have had (and probably still have) financial problems. If enough money comes into the club (IF it does) it still won't make Jim a top class manager but it will enable us to see what he can do if he can bring the players he wants into the team AND get a decent sized squad.
It is widely documented that Accrington are not spending the money on the playing squad, though I agree with all your other points.
As I have said elsewhere, we are unlikely to ever be a team with a big budget so we need a strategy to deal with it rather than moan about it at every opportunity.
