Absolutely, yes.
I would say 25% are compliant and hiding away in total isolation as they are particularly vulnerable or simply obey the rules.
25% are trying their best, but can't help the fact that a key worker, pupil or student enter the household.
25% stay away from congregations, but are quite happy to meet up and socialise with friends and family while not kissing or cuddling them.
15% don't believe in it and won't be told what to do.
10% just don't give a sh!t and will be jumping around having house parties

The point being made was that the police did nothing to disperse the BLM gatherings weekend after weekend despite advance knowledge that these law-breaking protests were going to take place.
You could also add the polices' inaction to prevent Extinction Rebellion from vandalism and other crimes including digging up lawns while they just watched.
