Lancaster takes patients from a large area and for certain specialisms relies on Preston or Blackpool and vice versa. During times of high demand patients may be diverted from their normal hospital to other local ones regardless of Trust, for example from Preston to Lancaster. I would expect that county councillors would use the demand on the hospitals in their region as a defining factor. This was certainly the case last time when they asked for the whole county to be put under restrictions. Even though NHS trusts cross county boundaries Lancs CC obviously have no influence on areas outside of their jurisdiction.
