Loan deal outside of the transfer window

I thought you could only do new loan deals inside the latest transfer window... :?: :?: :?:

Have the rules changed and if so why don't we look to bring in a new defender... :?: :?: :?:

If you read the full article RR it says he signed in the January transfer window.
